On August 22, 2022, the National Production Administration announced 15 state-owned land bidding for the establishment of superficial rights, and on October 17, 2022, the bidding results were opened, and 8 bids were dismissed, with a total amount of NT$1,643.26 million in winning bids. The bidding set the annual interest rate of 3.5% of the land rent of the above-ground right case, of which 1% is adjusted with the declared land price, and 2.5% is calculated according to the declared land price in the current period of contracting.
The bidding rate of this bidding is more than 5 percent, especially in Taichung area, 7 cases were launched in this batch, and 6 cases were out of bid, and the results were the most fruitful. The 6 bids in Taichung are located in the East District of Taichung City (1 case), Xitun District (2 cases), Wuqi District (1 case), and Dongshi District (2 cases), among which the land located in the East District of Taichung City is a large-scale high-quality target located in the Gancheng area, with a premium of up to 942.06 million yuan, which was won by Furong Development Co., Ltd., and the other 2 state-owned land located along the Zhongheng Highway in Dongshi District, Taichung City, are also favored by the market due to their large area and good transportation location. The bids were won by Quanlian Industrial Co., Ltd. and Lisheng Construction Co., Ltd. respectively.
According to the National Production Administration, the land in the lanes of Songjiang Road, Zhongshan District, Taipei City, which was launched in this batch, was small in size, but it was favored by the market for the first time. In addition, the department has not launched a tender in Chiayi for a long time to set the above-ground right bid, and this time the bidding for a large area of commercial land located next to Chuiyang Road in Chiayi City is also the first time that the land has been launched, showing that the market for superficial rights is still quite hot. The National Production Administration further stated that it will continue to grasp the dynamics of the land rights market, make efforts to revitalize state-owned assets, and enrich treasury revenue.
